Blackhawk Future Development Proposal — Conceptual Scheme with Redistricting
Select Engineering Consultants, on behalf of NAC and Blackhawk Golf Club are hosting a public engagement session on March 2, 2026 in which we will share a revised proposed development concept that envisions a 9-hole extension of the existing 18-hole Blackhawk Golf Course and an expansion of the existing Blackhawk community. The event will be hosted between 5:30pm and 7:00pm at the Woodbend Hall (26002 Township Road 514, Parkland County, AB T7Y 1A9) with residents being able to drop-in between those hours to learn more about the proposal and talk to the project team.

Proposed Development Concept
The proposed land use concept is an extension of the existing Blackhawk community and is proposing approximately 50 new residential lots between Range Road 260 and 255, and south of Township Road 512. A conceptual scheme is a non-statutory planning document that provides policy framework to guide future subdivision and development within a specific area. The proposed Conceptual Scheme will enable the development of a community with a minimum 1–acre (0.4 ha) residential lots. A redistricting application will be submitted to redistrict a portion of the land from Country Residential (CR) to Recreation and Community Services (RS) to enable the proposed golf course.

In consultation with the County and addressing public feedback, the revised development proposal meets existing statutory regulations and no longer requires an Area Structure Plan due to the increase in minimum lot size (from ½ to 1 acre) and reduced number of lots. For the development concept to move forward, Select Engineering on behalf of the developer will need to submit an application to Parkland County to redistrict portions of the subject lands. The application will be presented to County Council for approval in 2026 after Parkland County Administration has reviewed the application.
Previous Engagement – August 26, 2025
The previous development concept proposed approximately 100 new residential lots between Range Road 260 and 255, and south of Township Road 512. The lots were to have a minimum site area of 0.2ha (0.5 acres) and accessed by internal subdivision roads. This concept, lot sizes and density was not well received by the existing surrounding residents. The developer has made adjustments, reduced the number of lots, and increased the minimum size to 1 acre based on community input.
